Notwithstanding the shifting priorities in Libya from humanitarian to development-oriented programming, in harmony with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the 2030 Agenda, humanitarian needs persist, disproportionately affecting and aggravating the situation of vulnerable groups, as shown by Storm Daniel.

Notwithstanding the shifting priorities in Libya from humanitarian to development-oriented programming, in harmony with the spirit of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the 2030 Agenda, humanitarian needs still persist, disproportionately impacting vulnerable groups. The phase out of the Cluster/Sector System and the Humanitarian Response Plan (HRP) and in turn a potential reduction of humanitarian funding risks further aggravating the situation of vulnerable groups.

In this context, IOM is compelled to sustain essential humanitarian assistance and support for migrants, IDPs, and returnees, while contributing to improved migration management and durable solutions to internal displacement in Libya.

Following the signature of a Memorandum of Understanding with the Government of Libya in 2006, IOM has maintained strong partnership and multi-sectoral engagement with the Libyan authorities and works closely with national and local stakeholders.

IOM co-leads the Migrant and Refugee Platform together with the United Nations High Commissioner for Refugees (UNHCR) and the International Rescue Committee (IRC), facilitating coherent and well-coordinated analysis, strategic planning, policy guidance and advocacy, aimed at improving the situation of migrants and refugees in Libya.

Moreover, under the auspices of the UN Resident Coordinator, IOM established the UN Network on Migration to ensure coordinated UN system-wide support to the Government of Libya in the implementation of effective migration strategies that promote the well-being and protection of migrants while also contributing to Libya''s stability, development and economic growth.

IOM Libya supports the Government of Libya towards the development of inclusive migration policies that account for the needs of migrants in line with best international practices, and to realize their national priorities in migration,displacement and human mobility while fulfilling international commitments and obligations under international law, international humanitarian law and progress towards global goals outlined in the 2030 Agenda for Sustainable Development and Global Compact on Migration.

As part of the emergency response, IOM Libya, in coordination with local authorities, UN and partners, conducted an assessment of the situation on the ground as part of an interagency assessment team. IOM teams are on the ground in Eastern Libya and flood affected areas, with 84 national and international staff, providing multi-sector assistance in close partnership with the other UN partners and the Libyan Red Crescent. IOM has established a 7500 sqm warehouse in Benghazi for inter-agency use. A smaller warehouse in affected areas (Al Bayda) is expected to be up and running soon
